¿Por qué se disuelve el gobierno de Granger en Guyana?
El presidente de Guyana, David Granger, perdió una moción de censura en el Parlamento, por lo que se disolverá el gobierno y el país irá a elecciones para elegir a su sucesor en los próximos 90 días.
Es la primera vez en la historia de Guyana que prospera una moción de censura, con 33 votos a favor y 32 en contra, y se logra terminar con un gobierno.
Para ganar la moción de censura, la oposición argumentó el desperdicio de los recursos petroleros, los cuales consideran que han sido entregados a la empresa Exxon Mobil.
El Partido Progresista del Pueblo impulsó la moción de censura, pues se opone al entreguismo del gobierno y a la política belicista de Granger contra Venezuela.
Por su parte, Venezuela mantiene el reclamo histórico por el Esequibo y ha instado a mantener el diálogo, solicitud que no ha sido correspondida por Granger.
El Esequibo es una zona de 160.000 kilómetros reclamada por Venezuela, pero administrada por Guyana. El reclamo proviene de un despojo en épocas coloniales, con intervención de Estados Unidos y Gran Bretaña (Laudo de París, 1899).
El Acuerdo de Ginebra (1966) reconoce la soberanía de Venezuela sobre el Esequibo y anuló el Laudo de París, sin embargo, el gobierno de Guyana ha violado el tratado en más de 15 ocasiones al otorgar concesiones a empresas extranjeras para la explotación.
Cabinet sub-committee exploring legal options following No-Confidence Vote
Not so fast. After accepting Friday’s historic no-confidence vote in Parliament, the Government said it is exploring the legal and constitutional aspects of the decision.
In response to the decision, President David Granger yesterday convened special meetings of the Cabinet and the National Security Committee (NSC).
Minister of State, Joseph Harmon, said that the Cabinet examined all of the legal and constitutional aspects of the vote in the National Assembly and established the Sub-Committee to advise on this matter.
The Sub-Committee, Harmon disclosed, will examine all the legal opinions available and report to Cabinet on Thursday, December 27th with recommendations on the way forward.
“The Government wishes to give the full assurance to you the citizens that all necessary measures to ensure your safety and security are in place and that, in this regard, you go about your business in a confident manner,” Harmon pointed out.
The Government has come under immense pressure from its supporters since Alliance For Change (AFC) member, Charrandass Persaud voted with the People’s Progressive Party/Civic (PPP/C) on a no confidence motion, a move that forced the collapse of the Coalition Government and General Elections within three months.
Persaud’s vote gave the PPP/C a 33-32 majority at the end of a fiery debate and a tense voting process. The Motion was brought by Opposition Leader, Bharrat Jagdeo who cited corruption, poor financial management and other aspects.
Conceding that it is democracy at work, Leader of Government business in Parliament, Prime Minister Moses Nagamootoo, said that the process was unpredictable, but must be accepted.
Nagamootoo insisted that the developments sparking early elections, which are reminiscent of the early 2015 general polls, is not the end, but that the Coalition will be hitting the towns and ground to send its message of the “good life”.
Caricom expresó su apoyo a Guyana en conflicto con Venezuela
La Comunidad del Caribe (Caricom) dijo que ve con “gran preocupación” el incidente registrado este sábado, 22 de diciembre, entre un barco de prospección petrolera y otro de la armada venezolana.
En un comunicado, que dieron a conocer este lunes 24 de diciembre, agregó que el mismo viola las derechos soberanos de Guyana bajo la ley internacional y supone una amenaza al desarrollo económico de Guyana.
A su vez, reiteró su total apoyo a la soberanía e integridad de Guyana.
El Gobierno de Venezuela acusó este fin de semana a Guyana de violar su soberanía por supuestamente haber autorizado la incursión en aguas del país de dos buques de exploración petrolífera, al menos uno de ellos, alquilado por la compañía estadounidense Exxon, Mobil que fueron interceptados por las autoridades venezolanas.
La Cancillería aclaró que un buque de la Armada Nacional Bolivariana interceptó dos buques porque entraron a la plataforma marítima del Delta del Orinoco, en el estado Delta Amacuro.
Por su parte, Guyana dijo este sábado que presentaría una queja formal ante las Naciones Unidas por el incidente “agresivo”, “ilegal” y “hostil” perpetrado por Venezuela al interceptar, detalló, un solo barco de introspección contratado por la multinacional petrolera Exxon en aguas de Guyana, indicó el ministro guyanés de Asuntos Exteriores, Carl Greenidge.
Este incidente, aseguró en un comunicado difundido por medios locales, “demuestra la verdadera amenaza que supone para el desarrollo económico del país su vecino occidental” y es un acto que “viola la soberanía e integridad territorial de nuestra nación”.
Tras la interceptación, la compañía Exxon anunció que, por el momento, ha suspendido algunas de sus trabajos de introspección en el oeste del pozo de exploración del bloque Stabroek, de 26.800 kilómetros cuadrados, frente a Guyana.
Horas después el Departamento de Estado de Estados Unidos urgió a Venezuela a respetar la “ley internacional y la soberanía de sus vecinos” después de que Guyana denunciara que las autoridades venezolanas violaron su soberanía tras el caso del barco.
“Estamos supervisando los reportes de que la Armada Venezolana pudo haber interferido con los buques que operan en nombre de Exxon Mobil. Subrayamos que Guyana tiene el derecho soberano de explorar y explotar recursos en sus aguas territoriales y zona económica exclusiva”, dijo en Twitter uno de los portavoces de la diplomacia estadounidense, Robert Palladino.
El pasado 3 de diciembre, la empresa estadounidense realizó su décimo hallazgo de petróleo en menos de cuatro años ante las costas de Guyana, lo que eleva el potencial de producir diariamente más de 750.000 barriles diarios para 2025.
Ante Caricom, antiguo aliado venezolano por la creación de Petrocaribe, ha mostrado su respaldo a Guyana en este conflicto histórico entre los dos países.
Aislados y debilitados
Dos analistas consultados por Efecto Cocuyo este lunes 24 de diciembre destacaron que el aislamiento de Venezuela, por las disputas con sus antiguos aliados en Suramérica, lo deja más debilito ante su reclamo del Territorio Esequibo.
Para el exembajador venezolano en Guyana, Sadio Garavini, el Gobierno de Nicolás Maduro ha puesto el país en el peor de los escenarios.
“Estamos en la peor de las situaciones posibles. Nuestro contexto geopolítico ha cambio negativamente. Argentina y Brasil, países que quizá que tenían buenas relaciones, han cambiado. A esto se le suma la posición nueva de Estados Unidos, que apoya a Guyana“, expresó Sadio Garavini, exembajador de Venezuela en Guyana y experto en el tema.
El internacionalista Carlos Luna añadió que Guyana intente sacar el mejor provecho a la zona en reclamación, porque desde la llegada del chavismo al poder, Venezuela se ha debilitado, a pesar de las recientes acciones.

The Caribbean Community (CARICOM) views with grave concern the reported interception by the Venezuelan navy on Saturday, 22 December 2018 of a seismic research vessel flagged by the Government of the Commonwealth of The Bahamas, in the Exclusive Economic Zone of the Cooperative Republic of Guyana.
Such acts violate the sovereign rights of Guyana under international law, its entitlement to a territorial sea, Exclusive Economic Zone and continental shelf, and pose a threat to Guyana’s economic development and national security.
The Caribbean Community reiterates its full support for the sovereignty and territorial integrity of the Cooperative Republic of Guyana, including its right to peacefully explore and exploit its onshore and offshore resources.

Venezuela rechaza comunicado del Departamento de Estado de EE.UU. sobre soberanía nacional
Venezuela rechaza categóricamente “el comunicado injerencista e impertinente del Departamento de Estado de los EE.UU. sobre la acción soberana ejecutada por el país el 23 de diciembre por la Armada Nacional Bolivariana para resguardar aguas venezolanas.
La información fue dada a conocer por el viceministro de Comunicación Internacional, Williams Contreras, compartió a través de su cuenta en la red social Twitter @planwac.
A través de la cuenta en la referida red social, el funcionario venezolano destacó el siguiente mensaje: “El sr Robert Palladino, funcionario de 3ra del Dpto de Estado-EEUU, intenta meter sus impertinentes narices en los actos soberanos de Venezuela. Aquí la contundente respuesta de @CancilleriaVe que pone en su lugar al insolente #VenezuelaSeRespeta”

COMUNICADO
El Gobierno de la República Bolivariana de Venezuela rechaza categóricamente el comunicado injerencista e impertinente del Departamento de Estado de los EE.UU. sobre la acción soberana el día 23 de diciembre por parte de la Armada Nacional Bolivariana, en estricta protección de las aguas juridiscionales indiscutiblemente venezolanas.
Los buques de exploración petrolera por fuera del marco legal internacional por la República Cooperativa de Guyana se encontraban en aguas dentro de la proyeción del Delta del Orinoco de Venezuela, por lo que jamás habrían podido haberse localizado en una Zona Económica Exclusiva de Guyana.
Los buques abandonaron las aguas venezolanas luego de un intercambio de comunicación con la Armada Nacional Bolivariana, que se llevó a cabo en estricto apego a las normas internacionales y a la Diplomacia Bolivariana de Paz.
A todas luces es evidente que el Gobierno de EE.UU. interfiere a conveniencia en un asunto que en lo absoluto es de su incumbencia, con el fin de promover intereses coorporativos vinculados carnalmente con la élite gobernante en Wahsington, sin reparar en las más elementales normas del derecho internacional público. Hacemos un firme llamado a las autoridades estadounidenses a mantenerse al margen de las relaciones entre Estados soberanos y a ocuparse de sus asuntos y problemas internos.

The No-confidence vote… I rejected Ramjattan’s offer of police protection – Charandass Persaud
Charrandass Persaud trusted no one in the immediate aftermath of his bold vote in favour of the no-confidence motion on Friday.
Kaieteur News has been speaking to Persaud since his decision, requesting that he properly explain to Guyanese his decision that essentially cut short the life of the Coalition Government of A Partnership for National Unity + Alliance For Change (APNU+AFC).
Persaud said he refused offers made by Public Security Minister, Khemraj Ramjattan, to ensure his safety.
Persaud described Ramjattan’s claim that he provided security for him to get out of Parliament as ‘a sick praise-hustling lie’.
“I did not speak to any police on my way out of Parliament. Khemraj spoke to me while in Parliament and offered to give me security to get to my car. I refused to take him up on that offer because I could not trust anyone after the barbaric behaviour was displayed by the Honourable members for the world to see,” Persaud pointed out.
According to Persaud, he also refused to go in the People’s Progressive Party (PPP) camp, which had tabled the motion against the Government. Persaud indicated that he did not want anyone to say he ran over to the PPP side.
He feels that he shouldn’t have to defend any accusation about his vote because what he did was to set his conscience at ease.
“I worked to put the APNU+AFC in office, I did nothing for the people in my Region while I was an MP, and the AFC almost totally ignored the people of Region 6, except to put many on the breadline, and so I had to fix that,” Persaud noted.
NO MILLIONS
Persaud also sought to put to rest assertions that he was given thousands or millions to vote for the PPP. He said persons making such claims are ‘blowing hot air and it really won’t change anything’.
Persaud noted that he had made up his mind to move against the Government, but did not do it to stop the Tobacco Bill or the Juvenile Justice Bill, which are both severely flawed. Persaud claimed to have waited on a more opportune time.
Had he declared that he was uncomfortable with the direction of the Government, Persaud said he would have been removed from Parliament.
Persaud noted that it took every ounce of guts and sanity to vote the way he did. He noted that his relationship with the Government MPs was that of a “yes man”.
According to Persaud, the one time he voted against the Government, he was no longer one of them.
“The world saw the beautiful Minister of Public Health, Volda Lawrence throwing a tantrum, and she was heard swearing at me. Jermaine Figueira drove his elbow into my left rib cage so often that I am still in pain. His blows were coupled with expletives. Jennifer Wade in no un-certain terms said, ‘Charrandass, you gon dead tonight’,” Persaud claims.
He noted that the Clerk of the National Assembly, Sherlock Isaacs has to be sanctioned for stopping the voting process after he said ‘yes’.
“I am hoping that my actions will encourage more MPs to so vote, as long as such act can be justified. They must do so without fear. That will give Ministers and legislators a greater concern for the citizens, and they will have to do more to benefit the populace.”
Persaud claims that he did not just ‘run off’. He said that his flight was booked because he wanted to visit his grandchildren for the Christmas holidays.
AFC PUPPET PARTY
Persaud, who has since been expelled from the AFC, claims to have initially objected to the AFC joining APNU and forming the Coalition Government. He said that these objections also came from Dr. Veerasammy Ramayya, who was a key political figure that campaigned with AFC in Region 6.
Despite the objections, Persaud noted, that they both believed that it would not have made a difference because the minds of the executives of the AFC were made up.
Almost immediately after government was formed, Persaud said it became obvious that the AFC was a puppet party.
“The APNU had total control of what happened in Parliament and the AFC objected to nothing. There was never a discussion with the AFC backbenchers on any bill or motion. We were to vote as the Govt. side voted… always,” Persaud pointed out.
One of the bills Persaud said that he did not agree with was ‘Prime Minister, Hamilton Green’s Pension Bill. He questioned the fairness of the Bill since Green’s pension would be equivalent to that of recently retired Prime Minister, Sam Hinds, when Green had left that job almost 40 years ago.
Persaud reasoned that at that time, Green’s salary could not have been more than $120,000 per month and that was all he was entitled to.
Further, Persaud revealed that at the time, he, along with AFC members Audwin Rutherford, Haimraj Rajkumar and Michael Carrington, wrote to Prime Minister Moses Nagamootoo and copied the letter to AFC Leaders Raphael Trotman and Ramjattan.
The four AFC backbenchers without portfolio asked that the AFC have a caucus before they entered parliament so that their votes and responses on bills could be synced.
“That never happened. We were just numbers,” Persaud noted.
When it came to the closure of the sugar estate at Wales, Persaud claimed that they knew of it when it happened, and it was the same for the closure of the Rose Hall Estate.
“Sure, we, the backbenchers had no say. But what was the role played by Nagamootoo and Ramjattan and the executives of the AFC? To sit there and just vote for the passing of all Government bills? They never ventured against any Government Bill or Motion,” Persaud stated.
KEY ISSUES
He claimed to have made one promise to the people during all his addresses at platforms or on TV.
“If the government he was working to put in office does not perform to the satisfaction of the people, he will work just as hard to remove that government,” Persaud noted.
Persaud noted that reasons for his discontent with the APNU/AFC Government included the whopping 50% increase for MPs; the rent for the Sussex Street Bond for whopping $12.5M per month; the closure of the sugar estates which left thousands of people out of jobs and no alternative was presented to them; the appointment of Noel Holder as Minister of Agriculture when his name was never introduced to the AFC before the results were published.
“I looked helplessly at the appointment of several persons who were not ‘fit and proper’ to positions of importance and high paying,” Persaud highlighted.
He also took issue with the appointments to public hospitals, the GECOM chairman and the Vice Chancellor of UG to name a few.
Most recently, he noted that the public declaration by Lawrence that ‘she is PNC, her friends are PNC and she will give wuk to PNC people’ was a slap in the face of all Guyanese.
Persaud also noted that a signing bonus of US$18M was paid to Guyana in early 2016, by ExxonMobil, but that was not disclosed until it was exposed by non-government persons.
“Why? Who wanted to hide the people’s money?” Persaud stated.
Other matters he cited were the promises to the rice farmers of $9000 per bag of paddy and the non-issuance of gun licences to fishermen.
“He issued over 120 guns to Amerindians and Minister Garrido-Lowe told me ‘them boys sleeping with the guns”. Fishermen are dying, families are ripped apart and no gun is issued to them,” Persaud noted.
